Completely true but "dominant" in this case just means more than the other "resistive" forces (tyre rolling resistance, drive train etc) which are fairly minor and mostly fixed regardless of speed. As you know the wind resilience is proportional to the cube of the speed so that at 25-30 is lowish but ramps up very quickly with speed. It becomes the largest resistive force to overcome at approx 16kmh.
Therefore if you can make yourself more aero at 25kmh you will do said speed easier as it will be well and truly the largest resistive force at that speed.
Yes you need to be able to do so comfortably.
Anyway, I just piped up as I am aware how it can improve speed being aero.
A side issue in this thread.
I am sure that bike will be able to be set up to be comfortable at any rate and it looks to have the capability to be relatively aero if so desired too.

That's a good looking bike and good call on the tyre change - probably the best value upgrade you could have made.
