708 tubing has internal splines like Columbus TSX and is heat treated like 753. If it is 708, then that's a pretty good price, because it doesn't come up much.

A key tell is the chain stays are chisel edged and generally as find Bruce said there's also usually the name/brand in the seat stays. What's the deal with that aero fairing around the headset and seat tube? Haven't seen that before on a steel tubed bike. Is it a composite add on, or is that some kind of steel fairing filleted in there?

I've seen them before on other bikes - from memory they were around the mid 80s & started with funny bikes - I don't believe they were aero, but rather an attempt to stiffen the joint. Fairing behind the head tube is more common:
Seat tube fairings typically happened inside the main triangle, unlike the Kotzur example:
Of course, the Cinelli Laser is one of the more famous examples:

Looks a lot like a couple of Technocrat frames that passed thru my hands but I don't think they did 531? And.... one paint chip is thru the 531 sticker so unless they are really sneaky it has been there for a while.
Given its location, it could be a Kotzur? Wayne often did not sticker his frames. If so, maybe worth nearer the asking price.

I had a fully restored Barb sprung frame which I have since offloaded as I found a very rough one that was much much cheaper than the restored.
I contacted the seller as I was interested in the bar and stem combo. Understandably he didn't what to separate. I then asked a rough idea of the complete bike. He said he has had multiple offers of a big price. He has yet to accept and I suggest he takes one of those offers or more likely is playing the game to get more. Either way I'm out as I don't play those silly games.

LOL, I've offered him $40, but told him the only payment option is 4 tenths of a $100 note, freshly cut and ready for him to hang on the wall.
Seriously though, I think the problem is that some people can't even conceive of an old bike like that being a roller that's actually used.
