Help Identifying Steel Quill Stem?

Now I'm retired I'm going thru all the boxes of bits I've accumulated over the years and won't have any use for anymore. One of the more interesting items amongst all the 70's/80's/90's stuff is this (I'm assuming) track bar setup. The alloy bars are easy as they are stamped;
STRATALITE
MADISON
Made in England
But I have no idea about the stem - no markings whatsoever.



Can anyone help me out here?
IIRC I brought these over from the UK when I came to Oz.
