How do you know what colour the steerer tube is? It is hidden by the head tube, spacers and headstem.
The bike looks good to me as is.

Tilt your handlebars down to the correct position.
If it was show bike I'd have red and white bar tape and a white saddle. But thats not really practical for a bike thats ridden.
For yours I would leave the cages as they are, put a red saddle on it and electric blue bar tape same colour as the head tube.
